Smart city needs smart governance
Speakers tell PRI seminar

Speakers at a seminar have stressed the need for introduction of smart governance and decentralised administration to successfully develop smart cities in the country.
“Good governance is crucial to the success of smart cities. Introduction of new technology or idea cannot be fruitful if the issue of governance is not there,” said former finance minister AMA Muhith.
The Policy Research Institute, Bangladesh (PRI) organised the seminar titled ‘China smart city experience and lessons for Bangladesh’ in its conference room in the city on Wednesday.
Lin Lingang, CEO of the Kingdom Engine International, gave a presentation on ‘Chinese Smart City Experience’ at the seminar, with Dr Ahsan H Mansur, Executive Director of the PRI, in the chair.
Speaking as the chief guest, Mr Muhith stressed the need for decentralisation of power to ensure good governance.
All the cities and towns are being governed by the centre. This policy needs to be changed, he said.
The former minister pointed out that he introduced the district budget few years ago with a view to expediting the process of decentralising the administration.
“Our top leadership is convinced that decentralisation will bring good to city governance,” Muhith said, urging all to put forward ideas on how to introduce a decentralised city administration system in the country.
He also noted that the housing and sanitation systems in the country have been improved to a great extent over the years.
In the past, cities were dominated by slums but now you will find a very few of them, he said.
Dr Ahsan H Mansur said decentralisation of power is very important in introducing smart cities.
The urban design for smart cities or townships should be home-grown and the people of the township or city concerned should prepare the design, he said.
If it is imposed from the centre, it will not be a smart move, he added.
He also mentioned that the success of any technology will depend on its adaptability and exclusiveness.
PRI Chairman Dr Zaidi Sattar highlighted the importance of the smart cities.
He said cashless transactions can reduce the incidence of corruption significantly.
Former BARVIDA president Abdul Huq suggested urgent reforms of the present city governance system, saying that the city dwellers are now living in a horrible situation.
Urban designer and architect Iqbal Habib raised the issue of adaptability and the readiness of the people to accept any new technology.
If proper governance is not there, no project can be fruitful, he said.
Former BASIS president Habibullah N Karim warned against excessive use of technology.
He proposed striking a balance between the governance and technology.
Ifty Islam, Chairman of AT Capital, in his presentation titled ‘Lessons from China for Bangladesh Smart City Strategy’ recommended putting people first by focusing on resolving urban problems and improving infrastructure instead of constructing shiny new buildings.
A smart sustainable city is an innovative city that uses information and communication technologies and other means to enhance the quality of life and efficiency of urban operation and services, he said.
The smart city also meets the needs of the present and future generations with regard to economic, social, environmental and cultural aspects, he said.
Mr Lingang, in his presentation, said a smart city enables convenient life for the citizens in respect of transportation, travelling, healthcare, shopping and entertaining facilities.
He also showed how automatic parking system, traffic control and smart construction method are being operated through IT-guided mechanism in Chinese smart cities.

Say participants in seminar on ‘China Smart City Experience and Lessons for Bangladesh’
The government should ensure better collaboration among relevant agencies and equip public officials with technological know-how before implementing smart city model in the country, said speakers at a seminar yesterday.
They also said government officials without technological knowledge and proper physical infrastructure in place, technology-based services, if launched to facilitate the causes of city dwellers, would not be sustainable.
The speakers made their observations at a seminar titled ‘China Smart City Experience and Lessons for Bangladesh’ organized by Policy Research Institute of Bangladesh (PRI) at its auditorium in the capital.
“First we need to build the back end infrastructure and efficient public officials to ensure effectiveness of any such technology. We need to come out from any project-based technology implementation approach and take holistic approach,” said Iqbal Habib, joint secretary of Bangladesh Environment Movement.
He said earlier several projects failed for lack of homegrown knowledge and technology.
“For example, late mayor Annisul Haque wanted a software or an app to help citizens file online complaints directly to city corporation. The objective of the app was bringing any complaint to relevant official’s notice, then to the mayor in case the complaints are not taken care of by the relevant city corporation official. We, accordingly, developed an app named Nagar to give quick solutions to problems through city corporation,” he said.
“After launching the app we found out staffers in the city corporation were not equipped enough to deal with technology-based services. Finally, the app service had to be discontinued,” Habib continued.
“This is just one example. There were lots of other projects like Nagar and a huge amount of money was wasted under those failed projects. This needs to be stopped,” he added.
Patuakhali city mayor Mohiuddin Ahmed said the government needed to put stress on increasing city corporation earnings to implement smart city solution in the country.
Project Director of Sylhet City Corporation digitalization project Md Mohidur Rahman said coordination among different government agencies was one of the biggest challenges.
Ling Lingang, chief executive officer of Kingdom Engine International, China said smart city was a concept where IT-based solutions were provided to ease public service and improve quality of life of the citizens.
“In China we have already installed infrastructure so that a holistic service solution can be provided. In Bangladesh we need to get such infrastructure to provide a holistic solution. And in our experience, smart city implementation requires homegrown need-based initiatives,” he said.
Echoing Ling, AT Capital’s Managing Partner Ifty Islam in his keynote presentation said before designing a smart city the problems should be identified beforehand on a priority basis.
“One city might need traffic solution while another may need waste management solution or smart healthcare. So first we need to identify the needs and then go for the appropriate solutions,” he said.
PRI Executive Director Ahsan H Mansur said digitalization was inevitable in modern days but cautious approaches were also needed to avoid adverse impact of it.
“There are positive and negative impacts of digitalization. An integrated approach should be taken to minimize the adverse impact of digitalization,” he said.
Former Finance Minister Abul Maal Abdul Muhith said the government should decentralize the smart city development as most development was capital Dhaka-based.
“We need to decentralize the development modules so that small towns and cities also get the benefit. Dhaka is already a very densely populated city. Smart city solution should help to decentralize the economic activities,”

স্মার্ট সিটি তৈরিতে প্রযুক্তিকে গ্রহণ করতে হবে। প্রযুক্তির সর্বোচ্চ ব্যবহারের মাধ্যমেই দেশের শহরগুলোকে স্মার্ট সিটিতে রূপান্তর করা সম্ভব। তবে শুধু কেন্দ্রীয় সরকারের মাধ্যমে শহরগুলোকে স্মার্ট সিটিতে রূপান্তর করা সম্ভব নয়। তাই স্মার্ট সিটি তৈরিতে চীন কিংবা বিশ্বের অন্যান্য উন্নত দেশের মতো স্থানীয় সরকারকে শক্তিশালী করতে হবে। আর শহরের নাগরিকরাই সিদ্ধান্ত নেবে তাদের জন্য কী কী প্রয়োজন। গতকাল পলিসি রিসার্চ ইনস্টিটিউট (পিআরআই) আয়োজিত ‘চায়না স্মার্ট সিটি এক্সপেরিয়েন্স অ্যান্ড লেসনস ফর বাংলাদেশ’ শীর্ষক সেমিনারে বক্তারা এসব কথা বলেন।
সেমিনারে প্রধান অতিথি ছিলেন সাবেক অর্থমন্ত্রী আবুল মাল আবদুল মুহিত। অনুষ্ঠানে সভাপতিত্ব করেন পিআরআইয়ের নির্বাহী পরিচালক ড. আহসান এইচ মনসুর। স্বাগত বক্তব্য রাখেন পিআরআইয়ের চেয়ারম্যান ড. জাইদি সাত্তার। ‘চাইনিজ স্মার্ট সিটি এক্সপেরিয়েন্স’ শীর্ষক মূল প্রেজেন্টেশন উপস্থাপন করেন কিংডম ইঞ্জিন ইন্টারন্যাশনালের প্রধান নির্বাহী লিং লিংয়াং। ‘লেসনস ফ্রম চায়না ফর বাংলাদেশ স্মার্ট সিটি স্ট্র্যাটেজি’ শীর্ষক প্রেজেন্টেশন উপস্থাপন করেন এটি ক্যাপিটালের ম্যানেজিং পার্টনার ইফতি ইসলাম। নির্ধারিত আলোচক ছিলেন ভিত্তি স্থপতিবৃন্দ লিমিটেডের আরবান ডিজাইনার ইকবাল হাবিব।
আবুল মাল আবদুল মুহিত বলেন, একসময় উড়োজাহাজে উঠলে দেশে প্রচুর ঝুপড়ি দেখা যেত। সেগুলো এখন আর দেখা যায়। বেসরকারি খাত এক্ষেত্রে উল্লেখযোগ্য ভূমিকা রেখেছে। দেশের আবাসন ও স্যানিটেশন ব্যবস্থায় উল্লেখযোগ্য উন্নতি হয়েছে। স্মার্ট সিটি তৈরি করতে হলে জেলা পর্যায়ে সুশাসন প্রতিষ্ঠা করতে হবে।
মূল প্রেজেন্টেশনে লিং লিংয়াং বলেন, স্মার্ট সিটি হলো সেই ধরনের শহর যেখানে সব কাজ দ্রুত সম্পন্ন করা যায়। এছাড়া এ ধরনের শহরকে হতে হবে ক্যাশলেস। স্মার্ট সিটির আরেকটি উল্লেখযোগ্য বৈশিষ্ট্য হলো এ শহরগুলোকে হতে হবে দুর্নীতিমুক্ত।
সভাপতির বক্তব্যে ড. আহসান এইচ মনসুর বলেন, কেন্দ্রীয় সরকারের পক্ষে সবখানে অবদান রাখা সম্ভব নয়। শহরগুলোকে নিজেদের দায়িত্ব নিজেদেরই নিতে হবে।
ইকবাল হাবিব তার বক্তব্যে বলেন, স্মার্ট সিটি নির্মাণের আগে আমাদের মানুষকে স্মার্ট করতে হবে। এর জন্য তাদের সব উদ্যোগে সম্পৃক্ত ও সচেতন করতে হবে।

১০ কোটি ইন্টারনেট ব্যবহারকারীর দেশে স্মার্ট সিটির সম্ভাবনা উজ্জ্বল। বর্তমান ও ভবিষ্যৎ প্রজন্মের পরিবেশগত, সামাজিক ও অর্থনৈতিক চাহিদা নিশ্চিত করতে স্মার্ট সিটি বাস্তবায়নের ওপর গুরুত্বারোপ করেছেন বিশেষজ্ঞরা। তবে তাঁরা বলছেন, এর সুফল পেতে প্রযুক্তির সমতা ও প্রশাসনিক বিকেন্দ্রীকরণ প্রয়োজন।
গতকাল বুধবার রাজধানীর বনানীতে পলিসি রিসার্চ ইনস্টিটিউট (পিআরআই) কার্যালয়ে এক আলোচনাসভায় এসব কথা বলেন নগর পরিকল্পনাবিদ এবং প্রযুক্তি বিশেষজ্ঞরা। ‘চায়না স্মার্ট সিটি এক্সপেরিয়েন্স অ্যান্ড লেসন ফর বাংলাদেশ’ শীর্ষক এ আলোচনাসভায় প্রধান অতিথি হিসেবে বক্তব্য দেন সাবেক অর্থমন্ত্রী আবুল মাল আবদুল মুহিত। এতে কি-নোট স্পিকার হিসেবে দেন চীনের কিংডম ইঞ্জিন ইন্টারন্যাশনালের প্রধান নির্বাহী কর্মকর্তা (সিইও) লিং লিন জ্যাং এবং এ টি ক্যাপিটালের ব্যবস্থাপনা পরিচালক (এমডি) ইফতি ইসলাম, পিআরএই চেয়ারম্যান ড. জাইদী সাত্তার। পিআরএইয়ের নির্বাহী পরিচালক ড. আহসান মনসুরের সভাপতিত্বে আলোচনাসভায় আরো বক্তব্য দেন নীলফামারী পৌরসভার মেয়র কামাল আহমেদ, পটুয়াখালী পৌরসভার মেয়র মহিউদ্দিন আহমেদ, নগর পরিকল্পনাবিদ ইকবাল হাবিব।
চীনের শহরগুলোকে স্মার্ট শহরে রূপান্তরের অভিজ্ঞতা তুলে ধরেন লিং লিন জ্যাং বলেন, প্রায় ৩০ বছর আগে বাংলাদেশের মতো অবস্থা ছিল চীনের। তবে এখন চীনের অনেক কিছু আছে, যা বিশ্বের সঙ্গে বিনিময় করা যায়। আমরা বিনিয়োগে আগ্রহী। বাংলাদেশের প্রতিটি শহরের জন্য আলাদা আলাদাভাবে ডিজাইন করে আমরা কাজ করতে পারি।
সভায় ইফতি ইসলাম বলেন, শহর উন্নয়ন দিন দিন কঠিন হচ্ছে। একটা উদাহরণ দিয়ে বলেন, ঢাকায় প্রায় ১২ হাজার সিসি ক্যামেরা রয়েছে যার অর্ধেক সিটি করপোরেশন এবং বাকি অর্ধেক পুলিশ নিয়ন্ত্রণ করে। এরা আবার একে অপরের সঙ্গে কথা বলে না। ব্যবস্থাগুলো স্মার্ট করতে হবে।
আবুল মাল আবদুল মুহিত বলেন, স্মার্ট সিটি ঠিকমতো পরিচালনা করতে হলে স্মার্ট গভর্ন্যান্স ব্যবস্থা প্রয়োজন। আর স্মার্ট গভর্ন্যন্স করতে হলে দরকার জেলা সরকার অর্থাৎ ঢাকাকে বিকেন্দ্রীকরণ করতে হবে। আশা রাখি অদূর ভবিষ্যতে এমনটা হবে। আর হলেই বাস্তবায়ন হবে স্মার্ট সিটি।
